This patch allows hostap / wpa_supplicant to build with OpenSSL3. It uses the OpenSLL 1.1.0 compatibility API. It's a one-line change to a Makefile, and doesn't change any API uses in the rest of the source. The resulting eapol_test works for me in limited tests. However, OpenSSL3 sometimes behaves differently from OpenSSL 1.1.0, even for similar API calls / callbacks. There's no guarantee that a binary built against OpenSLL3 will still work in exactly the same way as one built against OpenSSL 1.1.0. Caveat emptor.
