Introduce background radar/CAC detection through a dedicated off-channel chain available on some hw (e.g. mt7915). Background radar/CAC detection allows to avoid the CAC downtime switching on a different channel during CAC detection on the selected radar channel. Changes since v1: - drop applied patches - rebase on top of hostapd main branch - fix compiler warnings - fix current_vht_oper_chwidth configuration in hostapd_dfs_start_channel_switch - reset radar background chain if necessary in hostapd_dfs_nop_finished - always set channel_type to DFS_ANY_CHANNEL for ETSI regdomain in hostpad_dfs_update_background_chain in order to comply with uniform spreading.
