[PATCH] hostapd: Allow HT40 on 5 GHz channels 173 and 177

802.11AX draft7.0 add channel 177 into global operating class 125 and
consequently channel 173 in global operating class 126 (HT40+) and
channel 177 in global operating class 127 (HT40-).
