Introduce new control event for notification of DPP presence announcement frames. Enable external programs to instrument hostapd and wpa_supplicant with DPP provisioning information (qrcode, network info) on-demand. Further allows hostapd and wpa_supplicant to be more memory efficient when the configurator needs to manage a large number of enrollees. Original standalone patch converted to patchset to separate changes in common code, hostapd, and wpa_supplicant. Changes in v3: - Add bootstrap id and frequency to event payload.
