Do the configured network profiles have different priority setting? Do
they have different security parameters?

Signal strength is used mainly when selecting a specific AP within a
single ESS (network/same SSID). For selecting a network, the priority
and/or security level of the network profile is used instead as the main
selection criteria. In other words, if you have multiple network
profiles enabled, it is indeed quite possible to end up selecting a more
security or more preferred (higher priority value in the network
profile) even if the signal strength for that the APs in that network is
smaller.

wpa_supplicant debug log should include details about network selection
at the point when the scan results are processed for the initial
connection.
