There would need to be a patch to consider since I don't know what this
no-roaming switch would do. It should be noted that unless asked to do
otherwise, wpa_supplicant will not actually be trying to find a new AP
to roam to based on signal strength.. That will happen only if bgscan is
configured or if something external triggers a scan and the new scan
result shows a significantly better AP. If neither of those occur,
wpa_supplicant will allow the connection to remain with the current AP
until the local driver indicates there was a disconnection.
