Unable to see SSID on other devices

I'm trying to run hostapd on Opensuse 15.1, which comes with hostapd version 
2.6.  After starting hostapd, I'm unable to see the SSID on other systems.  
The problem occurs with the rpm distributed as part of the distribution, 
compiled version 2.6, and compiled version 2.9.  For the versions I compiled, 
I used the standard hostapd.conf file include with the tar file using an SSID 
of "test".   The problem occurs with kernel version 4.12 and 5.2.  I tried 
using dd-wrt and was able to see a broadcast ssid, so the problem doesn't 
appear to be hardware.  The NIC is reported as  Qualcomm Atheros AR928X 
Wireless Network Adapter (PCI-Express) (rev 01) and is using the ath9k driver 
bundled with the kernel.  "iwconfig wlan0" reports:

wlan0     IEEE 802.11  Mode:Master  Tx-Power=20 dBm
          Retry short limit:7   RTS thr:off   Fragment thr:off
          Power Management:off


I would be grateful for any ideas on how to resolve this issue.
