Update the nl80211 driver for Extended Key ID support and update the
internal API to pass through the needed actions to the drivers.

1) Sync nl80211_copy.h with mac80211-next from 2019-04-18

2) Add key_flag to all needed set_key() to request derivations from
normal key install without using it (key_flag is always set to 0)

3) Add key_flags KEY_FLAG_NO_AUTO_TX and KEY_FLAG_SET_TX needed for
Extended Key ID support and implement them with the nl80211 driver

I started cleaning up the first patch in the series into better manageable chunks. While working on that I found out that I botched the interpretation of the previous test runs, missing quite some broken tests caused by this patch series.

I'm now working through the "real" list of tests this patch set has broken. While most of the issues so far are "test only" bugs not all are... (In a reference run with a unmodified HEAD I still had 61 failed tests. For some I know why, but I'm ignoring those for now and focus on the ones I obviously broke.)

I'll send out a new patch series addressing the issues soon.

Sorry for the botched test runs and the quality issues here...

Alexander
