hs20 osu client, addMO command handler implementation

Hello,

I am using hs20 osu client from hostapd for tests. Also I understand
that that client is not "fully implemented" and its functionality may
not match with tech specs for HS20 R2.

In tech specs for HS20 R2 I did not find any mention that `addMO`
command should only be send to device with `sppStatus=Provisioning
complete request sppUpdateResponse`.
Yes, there is a mention about it after certificate enrollment on
device was successful (Chapter 8.4.2.2, Step 11)
But there is also example of SOAP data that contains `addMO` command
and `sppStatus=OK` (Annex A.3.2, Figure 83)

So I assume that combination is valid, but hs20 osu client from
hostapd expecting only `exec` command if `sppStatus=OK`

Is there exists other "RFC" or tech specs that states that `addMO`
command should only be used with `sppStatus=Provisioning complete
request sppUpdateResponse`, or it just implementation?

For reference I am using `Hotspot 2.0 (Release 2) Technical
Specification - Version 1.2`.
