this indicates that the sequence number of the push message could not be checked. Therefore the push message is deferred and a sequence number exchange is started.

The sequence number response is not accepted, due to both the R0KH-ID and R1KH-ID given in the packet both being local to the receiving AP.

You've probably misconfigured the R0KH-ID alias NAS-Identifier. You need a different NAS-Identifier on both APs.
