[PATCH] common: Fix the description of wpa_ctrl_request function

The blocking timeout of this function was changed
from 2 seconds to 10 seconds in this commit
1480633f ("Use longer timeout in wpa_ctrl_request()"),
but the description was never changed accordingly.
