This patch doesn't actually fix my problem.

My goal is to run wpa_cli against a global interface, and just capture
all of the event output so I can process that in another (perl) program.

I now think I need a mode that is sort of a cross between the cli mode and
the action-file mode.

I'm working on a new patch to address this...
