Which driver and Wi-Fi hardware are you using?

hostapd does stop the AP when allowed to do so.. Ctrl-C in general
should allow this (while SIGKILL would not). Can you share a hostapd
debug log (-dd on command line) from an example where the beacon frames
continued to be transmitted after Ctrl-C?
