It's necessary for NM to know that the specific interface and driver
support it, so that NM can deliver an appropriate error message to the
user when the connection requires 11W, but the interface the user is
trying to activate with 11W does not support it.

It's the same thing we do for AP mode.  The supplicant as a whole must
be built with AP mode, *and* the interface itself must support AP mode
(which many drivers don't!).  NM checks both these things and is able
to better handle errors because of it.
