I'd expect most drivers to have similar restriction at least for tx_queue_*. In theory, wmm_ac_* could likely be made to use different values for each BSS with a hostapd change since these only impact what is being advertised in various management frames. tx_queue_* would likely be more difficult due to driver/hardware restrictions.
