[PATCH] wpa_supplicant: fix build without CTRL_IFACE

wpas_ap_pmksa_cache_list() and wpas_ap_pmksa_cache_flush() should be
under the #ifdef since they're only called for the control iface and
use functionality that otherwise isn't available.
