It's a bit of both. Your university's network department needs to upgrade their authentication server because it cannot use newer, much more secure authentication protocols. If they did this, everyone would be more secure and you wouldn't have this problem. It's also an issue that NetworkManager doesn't allow you to disable TLSv1.1/1.2 and only use 1.0, but we were quietly hoping the problem would go away and we wouldn't need to add "Yet Another Configuration Option That Will Be Useless In 3 Years".
