I'd recommend taking a look at being able to use the control interface..
While it would be possible to add new configuration parameters to set
the default startup values for the VENDOR_ELEM values, I don't really
like that idea much since then we would have two ways of setting these
at runtime ("SET <new config param> <hex..>" and "VENDOR_ELEM_ADD 13
<hex..>").
