I don't see the point of adding nas_identifier_use_bssid, but I'm still
open to adding configuration for disabling transmission of
Accounting-On/Accounting-Off. I don't see why this should be bound in
any way to including a specific prefix/postfix in the form of BSSID in
the NAS-Identifier.
