Thanks! I applied this with cleanup and fixes as described in the
earlier messages. For now, I removed the changes related to changing WNM
BSS Transition Management behavior for in code that was not protected
with CONFIG_MBO (i.e., the parts that would force the station to accept
the request even if it could not really find another BSS). We can come
back to those separately once there is better understanding what the
spec really wants for this (and whether that is an acceptable default
behavior for wpa_supplicant with/without CONFIG_MBO in the build).

I extended AP side functionality to parse and track MBO STA information
related to cellular data capability and non-preferred channels in
hostapd. With this, it was easier to write some additional hwsim test
cases to cover pretty much all the added functionality (and yes, this
found some issues in non-pref chan command parsing which are now
fixed..).
