Yup,

That's what I'd love to see changed... always adding the
Acct-Delay-Time in addition to the Event-Timestamp.

Monotonic time from timer is available inside hostap that doesn't jump
around as the clock shifts.

The hostap code has recently been patched to not send Event-Timestamp
if it's too close the UNIX epoch.

But that leaves you with a reliability issue where you get resends of
an Accounting-On, Accounting-Off, Start, Stop... you don't know when
the original event actually occurred.
