Debian squeeze is shipped with util-linux-2.17.2 which contains /usr/bin/ionice, so it should be already on your system. Installing a newer version might be not a so good idea. Just check that util-linux is installed (it should). If /usr/bin/ionice does not exists, reinstall that package, your system is most probably broken.
