Ubuntu disabled icons on buttons and menus by default I don't know how
many releases ago. I'm assuming you have not changed that default.

To enable them, run the following:
gconftool-2 -s -t boolean /desktop/gnome/interface/buttons_have_icons true
gconftool-2 -s -t boolean /desktop/gnome/interface/menus_have_icons true
