There is a bizarre project called kernelex that patches Windows 98 to allow many apps to run on Windows 98 with unicode support. I have tried it and it does work (openoffice 3.2 and firefox 3.6.10 ran fine), but it is pretty much magic and who knows how stable it is. I have a hunch that the latest version of GTK would work on it.
