AFAIK not.  I was searching to and now I use the crappy code of "xvkbd".

I am Electronic Engineer and developing  two  ruged  Industrial/Military
TabletPC and have exactly this requirement to,  including  Multi-Lingual
(requires UTF8/RTL) and Multi-Layout support.
