I tried it with the 2.14.3 version and still had the result. I tracked down the appropriate bug (#171456, 4 years old) and added my information to it.
This is somewhat killer for me though, as my program displays a type of status and needs to be above other programs (or the user has to resize the windows about so that they don't cover mine).
