"select" and "activate" are two different actions. how do you propose to
differentiate between them?

Are they? Don't you need to select something before you activate it? So there is more common ground than it firstly seems. Regarding, the question isn't it an option on the Gnome properties controlling this behaviour, which means that it is a matter of a user's preference rather than actually an implementor's decision.
