Here is the same thing in c. 

int main (int argc, char **argv){

    const char* gtk_env = "GTK2_RC_FILES"; 
    const char* rc_file = "";          
/*  const char* rc_file = "myapp_rc";  */
    setenv(gtk_env,rc_file,1); 
    
    gtk_init (&argc, &argv);

    Main();
    gtk_main ();
    
}

So you can set it to empty, for full program control over colors,
or set it to a custom rc file for the program.
