Knowing which distro you're using would be helpful.

However, most distributions (including RHEL/CentOS and Fedora) provide
separate packages containing the runtimes and development files for a
given library.  So look for a gtk+-devel package --- that should contain
the pkgconfig package definition file that the error messages indicate
you're missing.
