What version of cups are you using?  I think it requires a minimum of 
cups-1.1.23 (although it may work with cups-1.1.22, I am not sure), but the 
configure script does not correctly check dependencies.  I ran up against a 
similar error when trying to compile it against cups-1.1.19.
