GTK 1.2.10 is no longer supported in any way.  There are gtkmm bindings
for this old version available at http://gtkmm.sourceforge.net/.  If you
are using fedora, and you must use gtk1, you can install gtkmm from
http://dag.wieers.com/packages/gtkmm/ (and you'll also need
http://dag.wieers.com/packages/libsigc++/)

I recommend you use gtk2 and gtkmm2.  If you are using Fedora, I know
that you can get the necessary RPMS for gtk2 (and libsigc++ which it
also requires) at http://dag.wieers.com/packages/gtkmm2/
http://dag.wieers.com/packages/libsigc++/.

You can always compile gtkmm from source (version 2 or 1) from
http://gtkmm.sourceforge.net and http://libsigc.sourceforge.net/
