Something like

    time_t t;
    struct tm *tm;
    int sec;

    time(&t);
    tm = localtime(&t);
    sec = tm->tm_sec + 60*(tm->tm_min + 60*tm->tm_hour);

?

It doesn't use any GLib time function, but I can't see how
they could simplify it.
