No, it isn't.

FC3:
$ pkg-config --modversion gtk+-2.0
2.4.14

You just haven't set PKG_CONFIG_PATH to list your new GLib
installation lib/pkgconfig directory.

This is probably the most frequently asked question ever,
search the archives if you need more details.

There are rpm packages of 2.6 available in FC4 test.  Take the
src.rpm's, rebuild them and upgrade rpms.  That's the clean
way.
