This is typically what I do, adjust if you are not using a csh variant.

setenv CFLAGS '-I/usr/local/include'
setenv LD_LIBRARY_PATH /usr/local/lib
setenv CPPFLAGS '-I/usr/local/include'

set path=( $path /usr/local/bin)
