GtkIconTheme was introduced in Gtk+ 2.4 (if you look at the function descriptions of the Gtk+ docs, you can find a 'Since 2.4'). New features are introduced in new minor versions, revisions (micro versions) are for bug fixes. Maybe it's possible to substitute GtkIconTheme by creating new stock items in your application - just look again at the API description of GtkIconTheme.
