1) You're missing the -devel RPM, it appears.

2) Was there a reason why you aren't using the gtk2 RPMs that Fedora provides?
No sense in beating your head against the wall trying to build it if there's an
RPM, unless there's a specific reason the RPM isn't acceptable...
