They do not work with cygwin. If you want a cygwin gtk+, you'll need an X server as well. If you want to use gtk+-1.2 on windows without X11, you have to use mingw/msys. The DLLs work fine with cygwin, although they are intended for use with mingw. The only catch is that they can only be used with the mingw subsystem of cygwin. (ie gcc -mno-cygwin). I guess in this case, you would be using mingw anyway.
