gtk-config is not used by any GTK+ 2.X version. it is strictly a GTK+
1.X utility and has been replace by the more generic pkg-config.

you have installed GTK+ 2.X, but the program you are trying to compile
uses GTK+ 1.2. you will need to install that (it can be installed
side-by-side with GTK+ 2.X)
