Why didnt you just turn off the gesture/tap mode bit in mode byte 1.  
tpconfig can do this for you.

Yes, this seems consistent with STIG page 77.

Hmm, I am relative new to gpm. Which modification are you talking about
? (the initialization? how was it done before)?
