If the user part only consists of numbers (or characters that are
allowed in an E.164), it will be treated as E.164, otherwise as H323 ID.

But remember you can switch off the strict distinction between
E.164s and IDs with the switch CompareAliasType=0.

The "h323:" prefix is probably there, because the calling device is
misconfigured. I'd try to fix that first. if you can't fix that, then
GnuGk has a lot of alias rewriting functions to strip out prefixes.
