No you do not need fast Start for H.460.18/19.

It should work with or without Fast Start.

I am trying to enable H.460.19 feature of GnuGk 3.1,  for using H.460.19, do I have to enable FastStart?   I already can enable H.460.18 of GnuGk3.1 without FastStart,   so could you tell me if I have to make FastStart call for H.460.19 or not? Thanks!
