Hi,

you should point to the DLL, not the folder. Both examples should work
fine: Library=C:\\mypath\\libpq.dll
Library=C:/mypath/libpq.dll

Beware that the DLL might have other dependencies that must also be
installed on the server before the DLL can be loaded.
