OK, I've tried to do the following on GK2 as per Simon's suggestion:

[Routing::Explicit]

; cfo-ta
149.7.37.47=13122455120

I've also tried

; cfo-ta
149.7.37.47=cfo-ta

(the endpoint is registered to GK1 as h323 name "cfo-ta" and "13122455120".)

Neither of them seem to trigger the neighbor part of my routing policy.

I also did your suggestion:

and that works.

Does the [Routing::Explicit] mapping only accept IP addresses as the
right-hand-side?
