The literal "*" as a routing prefix?

Is it possible to configure the "*" as a routing prefix?

I've got this:

[RasSrv::PermanentEndpoints]
10.244.57.5=london;!1
10.244.22.5=chi;1

Which sends all calls that don't start with a "1" prefix to London.

However, I'd like calls that start with "*" to route through Chicago.
