It seems "capacity" does not work in unregistered mode when using RADIUS routing .
Scenario #1 [ Capacity NOT Working]
============================
SoftPhone(192.168.0.11) ==> GnuGK (192.168.0.5) ==> GnuGK(192.168.0.6) [RADIUS Routing] ==> H323 Gateway (192.168.0.8)

[RasSrv::PermanentEndpoints]
192.168.0.8:1720=TestGW1;*
[EP::TestGW1]
Capacity=1
==========
But when softphone registered to the same GK [ Where RADIUS Routing enabled ] then Capacity is working as well .
Scenario #1 [ Working]

SoftPhone(192.168.0.11) Registered To ==> GnuGK(192.168.0.6) [RADIUS Routing] ==> H323 Gateway (192.168.0.8)

The only intended change between 2.2.8 and 2.3.0 is the fixed
