The failover works only if yuor gateway does not send
fast start response in a CallProceeding or similar message
(I assume you have configured the failover correctly).
Please send a sample trace level 5 log.

im running 2.2.5 and im trying to find out the failover , I have 2 gateways 
and I want to failover calls between the 2 gateways what I can see failover 
is in roundrobin mode.
but in case call drop by remote user refuse call , call drop and not 
failover to the 2nd gateway , what I have to change to fix this?
