Codec may be changed during the call. The procedure (as far as I remember is the following): If one of the sides want to renegotiate the codecs, it sends an empty H245 TCS (Terminal Capability Set). The "empty TCS" must close the current audio channel and then codec negotiation starts again. So: it requires the current RTP stream to be closed and it does require the involvment of H245 (TCS is a H.245 message). I am not sure since which version of H323 this is support.
