Are you saying the calling endpoint does not contain indicator/presentation information and you want the gatekeeper to add it and then send it to the gateway? At present it does not have the facilities to add the fields only to forward on what settings are provided to it by the endpoint.
If you are saying it is stripping the information off then you will need to post a trace file containing the setup message going to the GK and from the GK so it can be determined why it is occurring.

in the RoutedMode section of the INI. This will put the required fields into the setup PDU
