Failover Problems

I'm using verision 2.2.4 cvs updated on 9/Jun/2006 compiled on Win2k using VS2003.NET using latest stable OPENH323 and PWLIB.  The problem I face is that when failover is active, a lot of calls get Error 34 from customer who has 1 entry in the Capacity control list, even if that entry is of a different route.  To demonstrate, I have the following 2 entries:

%r1% ip:a1.b1.c1.d1=15
%r2% ip:a1.b1.c1.d1=^(88017) 10
%r4% ip:a2.b2.c2.0/24=120
%r3% ip:a2.b2.c2.0/24=^(88017) 30
 
I put the %r#% because I'm using windows.  Now, notice that a2.b2.c2.0/24 block has not limitation for 8802 routing and has a complete capacity cap of 120.  But, no 8802 calls were successful from this customer.  Once I disabled all the a2.b2.c2.0/24 entries and restarted by GK, calls are being connected.  For the time being, though, I've resorted to using 2.2.3-2 again.
 
Any ideas anyone?  Am I doing something wrong here?
