I needed put in [RoutedMode] "AcceptNeighborsCalls=1". Now it is OK.

Most likely you have some authentication module configured
and this module rejects the Setup.
PS You don't need to send the same question to both mailing

I am using SQLConfig with NeighborsQuery, and GKA call GKB. I am using
Gnugk with option "-tttt",then I show in log file that GnuGK read Neighbors
config in Postgresql.
GK A send LRQ to GKB, after GKB return LCF to GKA. Then GKA send SETUP to
GKB, but in this moment GKB return rellease complete.
This release complete show cause error is "cause value: cause reject (21)".
